9th Annual Legislative Wrap Up. Our first speaker was Henry Smith, a founding Partner at Smith Downey P.A. Mr. Smith discussed legislative changes that have been passed and implemented at the Federal and State levels and their impact on your daily work. Lobbyist Bryson Popham was our second speaker. He gave an insider’s view of the happenings of Maryland’s 2009 legislative session and provided insite as to what initiatives will be back next year.

Advanced Concepts in Consumer Driven Healthcare. Dana Brunn Regional Sales Director of Total Administrative Services Corp (TASC) examined the integration of HRA’s FSA’s and HSA’s and illustrated the underlying concepts with a series of illustrative case studies.  The concept of getting the consumer more involved with their own healthcare decisions, is simple enough; the resulting tax and legal ramifications are trickier to navigate. Mr. Brunn's experience in the Consumer Driven Healthcare and his ability to communicate complex ideas an concepts provided valuable insight and made for an engaging session.

ARRA - The American Recovery and Reinvestment Act of 2009 (ARRA) - discussion regarding the likely impact of ARRA and to present ways to navigate your clients safely through its requirements.

• Janet Trautwein, Executive VP and CEO of the National Association of Health Underwriters, focused on ARRA at a policy level and what the likely ramifications of this legislation are.
• Rick Jones, Staff Attorney at Hirsh Financial Services, outlined practical and immediate steps brokers and consultants should be taking to make sure that their clients are aware of and compliant with the new regulations.

Discussions regarding two emerging areas of healthcare that will have an impact on the employee benefits landscape.

Saroja Mohanasundaram, CEO of Healthbase Inc, discussed the field of Medical Tourism, an industry which has gained significant traction over the past few years as large self funded companies, TPA's and insurers have begun looking oversees for ways to cut their claims costs. This trend gained more prominence in 2008 when one of the largest insurers in the country rolled out a pilot program which gave their middle market clients access to Healthbase Inc's services.

Steve Liebler, Regional VP for Aetna's SRC division. As economic pressures add complexities to the traditional pitfalls of affordability and participation constraints, Aetna's Limited Benefit product offering has emerged as one of that insurer's fastest growing group market segments. Mr Liebler discussed the impact of this segment on more traditional insurance options and the most effective ways to design, market and implement a limited benefit health plan.

David Sharp, PhD, Director, Maryland's Center for Health Information Technology. discussed two crucial components of effective health information technology – widespread use of electronic health records by providers and the ability to exchange health information privately and securely.

Dr Mark Syder, Medical Director of Information Technology at Kaiser Permanente's Mid Atlantic Permanente Medical Group, discussed the successes and challenges Kaiser Permanente has experienced in establishing and maintaining their Electronic Health Record System.

Secretary John Colmers (Secretary of Maryland's Department of Health and Mental Hygiene) joined us to discuss the impact of changes in the economic, political and technological landscapes on our industry.

Our second speaker was industry lobbyist Bryson Popham, a partner in the firm Popham & Andryszak, P.A.. Bryson gave us a preview of the upcoming Maryland General Assembly session, including an explanation of the possible ramifications of SB 79.
